On an RX-7 or Supra, and I'm talking STOCK, only one turbo gets EXHAUST flow at low RPMs. The smaller turbo is *online* first. At high RPMs, exhaust flow is diverted to the larger turbo. I believe the first turbo still gets flow. Also, the larger does get some flow at lower RPMs, enough to get it turning. In that truck motor, the intake air is compressed twice. Like someone said, lots of heat. I remember reading about a Twin Turbo 911, where the exhaust from all 6 cylinders was routed to turbo number 1, and the waste-gate from that turbo was routed into turbo number 2. Once max boost was reached on the first turbo, the waste gate would open, bringing number two into play. :)
